Waste Segregation Compliance Requirements Of RWAs

Every Waste Generators shall segregate waste and store separately and hand over to Municipal workers or authorised waste pickers.


A meeting was attended on 25th October by by the RWA representatives in the office of Dy. Commissioner, Nidhi Shrivastva, along-with MCD officials which was called urgently regarding segregation of waste, which all RWAs have to implement their complex. The meeting was a ‘Capacity Building Workshop for Sanitation & Engineering Staff, SDMC’ and was attended by many stakeholders of Swacch Bharat Mission and Swachh Survekshan 2019. There was discussion on the need of strict implementation of Solid Waste Segregation Rules.

The Solid Waste Management Rules, 2016, state, “Every Waste Generators shall segregate waste and store separately and hand over to Municipal workers or authorised waste pickers.” By emphasising on segregating waste and making the generator accountable, the bye-laws have taken a stride towards improving waste management scenario in Delhi. Essentially, source segregation refers to the segregation of waste being done by those who generate it—households, eateries, schools, offices, etc. All of these would be responsible for sorting and segregating the waste they produce before it enters the municipal solid waste system.

The Solid Waste Management Bye-Laws 2018 for the National Capital Territory of Delhi (NCT) were notified on January 15, 2018 by the lieutenant governor (L-G). For the first time, the bye-laws have been framed under Section 5 of the Environment (Protection) Act and not the Delhi Municipal Corporation Act, 1957. All the five local bodies—NDMC, South DMC, North DMC, East DMC and Delhi Cantonment Board (DCB)—shall enforce the bye-laws in their jurisdiction.

There is lack of public awareness about sanitation and cleanliness of the city. So far, no aggressive campaign has been undertaken by the local authorities to encourage people to keep their city clean. There is an urgent need to start such campaigns and encourage behavioural changes amongst the public. It is hoped that bodies like RWAs and Federations will work towards creating awareness and also take steps to penalise erring residents who do not segregate waste. There is lack of official supervisory staff to oversee operations of solid waste management. This is a big challenge and RWAs can take it upon themselves to be the watchers regarding solid waste management at colony level and thereby help in protecting the environment.
